ASSEMBLYMAN (1984-1986)
∑ Principal author of the Succession Law viz a viz then President Marcos
∑ Initiated a question hour on the question of ideology (Communism vs. Democracy) with then Assemblyman and Defense Minister Enrile
∑ Abstained on the voting for prime minister to highlight desired change in government policies (ex. roads vs. irrigations facilities).

CONGRESSMAN (1987-1992)
∑ Principal Author/Co-author of Anti-Hazing Law
∑ Legislated the Magnacarta for Small Farmers; Price Act; and the Comprehensive Irrigation Development Act
∑ Perfect attendance, no travel abroad, and proposed the most number of amendments on bills during the duration (5 years) of the Eighth Congress
∑ Fought against coup d’ etats and promoted non-violence and elections as the answer to political violence

GOVERNOR OF NUEVA ECIJA (1995-1998)

∑ Expanded scholarship program in State Universities and Colleges in Nueva Ecija;
∑ Created the Trade and Industry Office to handle investments;
∑ Expanded clean and green program to initiate commercial tree plantation ventures and to make Nueva Ecija a green province;
∑ Initiated training for a highly professional disaster brigade and political coordinators to enhance constituency servicing;
∑ Creation of district offices to bring the provincial government closer to the people;
∑ Started the Bahay Kalinga project to serve indigents and the homeless;
∑ Fought against dirty politics and was supported by people power when the FVR government was trying to remove or illegally dismiss subject as Governor of Nueva Ecija in 1997-1998;
∑ Ordered the strict implementation of the Rule of Law.

NFA ADMINISTRATOR (1998-2000)
∑ Lower prices for basic commodities thru the Erap rolling stores and Erap sari-sari stores;
∑ All-out palay, corn and sugar price support and procurement;
∑ Initiated seedling and fertilizer subsidy to farmers;
∑ Initiated establishment and procurement of postharvest facilities and equipment;
∑ Initiated rice allowance for soldiers in combat duty;
∑ Introduced electronic system of trading in agriculture;
∑ Initiated talks for ASEAN food security system;
∑ Raised employee benefits, wages of players in the grains industry especially security personnel and cargo handlers (pahinantes) and
∑ Started a NFA employment or hiring program including among others, a clean and green, and disaster brigade components;
∑ Resigned as NFA Administrator to uphold national honor.
