The Anti-Hired Killing Law (ENGLISH)

Introduced by Honorable Eduardo Nonato N. Joson

From a spate of killings to a tide that threaten to engulf all sectors of society, it would seem that hired killers and hired killings are here to stay. Victims of hired killings range from media practitioners, criminals to politicians and leftist elements of our society. It would appear that even for a pittance, or even “balato na lang”, the life of any person can be snuffed out just like that. While the constitution provides for the right to life as the most basic of human rights, together with the provision on the police forces as the protector of the state and its citizens, no light at the end of the tunnel can be seen. Only the glimmer of candles in the wake of victims shine brightly to highlight the injustice and the rule of law gone awry to the rule of the gun.

Hired killers proliferate and hired killing is the new cottage industry.

Political will and extreme punitive measures must be undertaken to arrest the plague if not violent sickness, that threaten to engulf our society.

This bill therefore proposes the imposition of the death penalty for hired killers and hired killings as defined herein. The sanctity of human life like the sanctity of our democratic institutions must be defended and protected, otherwise anarchy and the concomitant law of the jungle and rule of the gun will prevail.

Hence, approval of this bill is earnestly sought.

EDUARDO NONATO N. JOSON
