EXPLANATORY NOTE

This bill seeks to establish a Crisis Center for Women in the First District of Nueva Ecija, recognizing the State’s declared policy of giving value to the dignity of every human person and full respect for human rights (Article II, Section 11 of the Philippine Constitution).

The widespread accounts of violence against women are alarming. Domestic violence, battering, sexual abuse and harassment, exploitation and trafficking are among the human rights abuses suffered by women in our society. Victims of such abuses often have to suffer violence for lack of resources or services which can assist them in their needs.

The author recognizes that one way to address the problem of violence against women is to provide a crisis center particularly geared to women’s needs.Shelter, childcare, medical aid, psychological counseling and legal assistance are necessary to save the survivors of abuse and help them regain their place as productive members of our society.

Women have a vital role in nation building. It is the State’s duty to provide them protection and the means to realize their role in our society.

Hence, approval of this bill is earnestly sought.

AN ACT ESTABLISHING A CRISIS CENTER FOR WOMEN IN THE FIRST DISTRICT OF NUEVA ECIJA, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION. 1. The establishment of a Crisis Center for Women in the First District of Nueva Ecija shall be undertaken by the Department of Social Welfare and Development (DSWD).

SECTION 2.Women who are victims of domestic violence, battering, sexual abuse and harassment, exploitation and trafficking may avail of the services of the Crisis Center for Women, which shall be under the management and administration of the DSWD.

SECTION 3.The Crisis Center for Women shall have the following functions:
a. Provide temporary refuge to abused women and their children, if any;
b. Render medical assistance or psychological counseling to victims, if needed;
c. Provide legal assistance to victims of abuse, when necessary;
d. Provide skills training or livelihood assistance to survivors of violence against women.

SECTION 4.The amount of Two Million Pesos (Php2,000,000.00) is hereby appropriated for this purpose, charged to the DSWD’s current appropriation under the General Appropriations Act. Thereafter, the concerned local government units shall undertake the maintenance of the Crisis Center for Women.

SECTION 5. Effectivity – This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation.
