EXPLANATORY NOTE

This bill seeks to establish a Drug Rehabilitation Center in the First District of Nueva Ecija.

The menace of illegal drugs is no longer confined to Metro Manila and urban cities. The alarming state of drug addiction calls for an active response from the State. Facilities should be established which would provide services to drug dependents in terms of treatment, control and prevention of drug addiction.

Drug addicts, even though found to be in violation of special laws on dangerous drugs, also need counseling and treatment to overcome their condition. With the help of professionals and a treatment facility specifically equipped to address their needs, drug dependents can once again become productive members of our society.

Hence, approval of this bill is earnestly sought.

AN ACT ESTABLISHING A DRUG REHABILITATION CENTER IN THE FIRST DISTRICT OF NUEVA ECIJA, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION. 1. The establishment of a Drug Rehabilitation Center in the First District of Nueva Ecija shall be undertaken by the Department of Health (DOH)

SECTION 2. The Drug Rehabilitation Center shall have the following functions:
a. provide temporary accommodations to drug dependents;
b. provide medical care, guidance counseling to drug dependents admitted in the center;
c. provide after-care and follow-up services to enable a drug dependent to reintegrate with society

SECTION 3. The amount of Two Million Pesos (Php2,000,000.00) is hereby appropriated for this purpose, charged to the DOH’s current appropriation under the General Appropriations Act. Thereafter, the concerned local government units shall undertake the maintenance and operation of the Drug Rehabilitation Center.

SECTION 4. Effectivity – This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation.
