RESOLUTION
DIRECTING THE HOUSE COMMITTEE ON LABOR and EMPLOYMENT TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE COMPARATIVE WORKING CONDITIONS OF EMPLOYEES IN THE PUBLIC AND PRIVATE SECTOR

Whereas, the State affirms labor as a primary social economic force and swears to protect the rights of workers and promote their welfare under Article II,sec.18 of the 1987 Constitution;

Whereas, the State has promulgated labor standards to ensure full protection of the rights of workers in the Labor Code;

Whereas, such minimum labor standards should also be applicable to the public sector in accordance with the sworn policy of the State to uphold the rights and welfare of all workers as enshrined in the Constitution;

Whereas, there are reports that some employers in the public and private sector, fail to observe basic labor standards on the minimum wage, night shift differential, overtime pay and holiday pay among others;

Now, therefore, be it resolved, as it is hereby resolved, that the Committee on Labor and Employment, conduct an inquiry, in aid of legislation, on the labor practices and comparable working conditions of employees in the public and private sector, to monitor compliance with the minimum standards set forth in the Labor Code and under our Constitution,
